He's obviously playing on the word "safe", as if radiation isn't safe unless it is absolutely safe (zero risk). No, radiation isn't absolutely safe. Nothing is. Going to the hospital isn't absolutely safe. You could get an infection, be given the wrong medicine, etc.
But radiation exposure from nuclear power plant operations are relatively safe. As safe as other industries.
