Politically, Carter is like the canary in the coal mine: anything that he opens his mouth on when nobody else does, is a taboo subject within the American public discourse and you can bet something ugly is going on.
I don't think it's appropriate however to use Canada as a role model for climate policy... the 60% is just due to a lot of hydro. Think of the tar sands, and gag rules against Canadian scientists :-(
